Tentei instalar o glee-dev usando este procedimento simples:

Mas recebi um erro..."o pacote não está disponível" Alguma ideia para resolver?

glee-dev foi descontinuado, mas você pode instalar o pacote glee-dev de 18.10 em 19.04 baixando manualmentelibglee0d1_5.4.0-2_amd64.debealegria-dev_5.4.0-2_amd64.deb. Em seguida, abra o terminal, altere os diretórios usando cdpara o diretório que contém libglee0d1_5.4.0-2_amd64.deb e glee-dev_5.4.0-2_amd64.deb e execute o seguinte comando:
sudo apt install ./libglee0d1_5.4.0-2_amd64.deb
sudo apt install ./glee-dev_5.4.0-2_amd64.deb
